Full Professor in the Graduate Program in History at the Federal University of Juiz de Fora (UFJF) and retired professor of the Department of History. He previously served as Director of the Regional Center for Innovation and Technology Transfer (CRITT) and of UFJF’s Office of Innovation. He is currently the Secretary of Economic Development for the Municipality of Juiz de Fora.

He holds a Ph.D. in Sociology and Politics from the Federal University of Minas Gerais (UFMG). Between 2011 and 2012, he was a Visiting Senior Fellow at the International Development Department of the London School of Economics and Political Science (LSE).

A researcher with extensive experience in the fields of History and Political Science, he has published numerous studies on the dilemmas of citizenship and development in the contemporary world and in Brazil, particularly since the 1930s. His main research interests include business elites, development, industrial policy, social policy, social security, citizenship, affirmative action, and politics and development in the state of Minas Gerais.

In recent years, he has focused on the comparative historical analysis of industrial policies, as well as on the connections between healthcare systems and the pharmaceutical industry. He is a member of the Steering Committee of the National Institute of Science and Technology – Public Policies, Strategies and Development (INCT-PPED) and a researcher affiliated with the research line State, Varieties of Capitalism, and Development Policies in Emerging Countries.
